Amended Development Plan and Tax Increment Financing Plan


Notice is hereby given that, pursuant to state Public Act 57 of 2018, the Gibraltar City Council will hold a public hearing on Monday October 24, 2022 at 6:30 p.m., at City Hall located at 29450 Munro Avenue, Gibraltar, MI  48173. The public hearing is intended to provide an opportunity for interested citizens and property owners within the Downtown Development (DDA) District to express their opinions regarding all aspects of an Amended Development Plan and Tax Increment Financing (TIF) Plan.


The Development Plan and TIF Plan serves as a guide for all development and redevelopment related projects within the DDA District. The development area is proposed to remain the same and is generally bounded by North Gibraltar Road, the Detroit River, Middle Gibraltar Road, the City Hall complex and park, South Gibraltar Road, Navarre Street, Kingsbridge Dr, West Jefferson Ave, Gibraltar Road, the Conrail and CN RR eastern railroad tracks, north to a line parallel with North Gibraltar Road back to the point of beginning. A draft copy of the Amended Development Plan and TIF Plan with all maps is available for review at the City Hall during regular business hours, Monday through Friday, 8 a.m. to 4 p.m., and it is also available for download from the City website at


Those unable to attend the public hearing are invited to submit written comments to the attention of the Gibraltar City Council at the City Hall address cited above. All aspects of the proposed amended development plan will be open for discussion at the public hearing. All written comments must be received by no later than 4:00 p.m., on October 24, 2022.
